News in the Italian legislation for industrial electrical remaking
The Authority for Electricity and Gas and Water System (AEEGSI) has published resolution 180/2013/E/EEL which will come into force from 1 January 2016 introducing some innovations:
- The penalties will be applied in the F1 and F2 bands if the average monthly cos(φ) will be less than 0.95 or if the reactive energy committed will be greater than 33% of the active energy taken (To date the limit is 50%). For exceeding 75% (so<0.8) a second, heavier step is provided for In addition, the network operator may ask the user for an adaptation of the system,under penalty of suspension of the delivery service, if even one of the following constraints is not respected:The instantaneous cos(φ) at the time of maximum load (time slots F1 and F2) not less than 0.9;
The average monthly cos(φ) is not less than 0.7;
The customer does not network reactive power
The economic coefficients to define the amount of penalties will be defined year by year according to the costs of the energy mix, based on the calculations of the value of Joule losses on the network.
